As a cooperative, FTC's first responsibility is to its members. Your membership also affords you the opportunity to be awarded capital credit refunds which FTC is proud to be able to do. The loop cost to deliver the same products and services to the rural areas we serve is considerably greater than what our metropolitan counterparts incur. Our rural status currently allows for cost recovery if placed on a line with voice. The Universal Service Fund cost recovery methodology, as mandated by the FCC, would result in a SIGNIFICANT reduction in USF receipts to FTC if we provided even a single non-voice line. This would result in the need to increase rates to everyone. Therefore, it is not in the best interest of all cooperative members to provide an internet only service at this time. This allows us to keep our rates for broadband competitive. There is some activity at the federal level to transition the high cost recovery mechanism from voice to broadband, but until that occurs all customers are offered the lowest rates possible by adhering to existing regulations. FTC currently has several e-phone options available that provide an alternative to a traditional land line phone and still allow us to participate in cost recovery of the high cost loop.
