In large bowl, mix drained black eyed peas and tomatoes. Add chopped onion and peppers. Mix in finely chopped cilantro. In medium size bowl, mix dressing. Mix oil, vinegar, sugar, chives and garlic with whisk until blended. Pour dressing into veggie mixture and mix well. Refrigerate until ready to serve. Serve with tortilla chips, toast points, crackers or other veggies.
